As part of AAP’s affiliate relationship, the County Commissioners Association works with on behalf of AAP members on county assessment and taxation issues. AAP has members serving on the CCAP Assessment and Taxation and Agriculture Committees.
AAP also has a Government Information chair who makes quarterly reports to the AAP Board of Governors.

Wind Farm ReportIn 2007 the Assessors’ Association of Pennsylvania worked with Camins Associates produced the Wind Farm Valuation for Real Estate Tax Assessment Report. The report proposes methodologies for the valuation of wind farms for assessment purposes. Open Records ReportRequests for agency records made after December 31, 2008 will fall under Pennsylvania’s new Right-to-Know Law, Act 3 of 2008. The new act expands the definition of records to include most governmental transactions, and brings the General Assembly and the judiciary under the act. Records are presumed open, unless otherwise kept private under another state or federal law or regulation or court decree. The burden of proof is reversed from prior law, so it falls to an agency to prove a record is confidential, rather than a requester proving it is open.

Wettick DecisionThe Pennsylvania Supreme Court handed down its decision in the Clifton case out of Allegheny County, which had challenged the constitutionality of the base year system of property tax assessment. The Court found the base year to be constitutional as a system but indicated that older reassessments that result in higher measured inequity are unconsitutional. |

Additional Documents Wettick (November 2009)On November 10, 2009 Judge Wettick issued his ruling giving Allegheny County direction on how to come into compliance with the Supreme Court decision in the Clifton reassessment case. The ruling is also being reviewed by the Legislative Budget and Finance Committee as part of its HR 334 assessment study, and by AAP’s assessment reform committee. |
